Yes. A chlorine taste or smell doesn't mean the water is unsafe — it's the residual disinfectant doing its job (preventing bacteria from re-growing between the treatment plant and your tap). Occasional earthy or musty tastes in late summer are usually from naturally occurring algae in the source water, not a safety problem.
